TORRANCE, Calif., August 26, 2010 — Toyota announced that it will conduct a voluntary safety recall involving approximately 1.13 million 2005-2008 Model Year Toyota Corolla and Corolla Matrix vehicles sold in the United States to address some Engine Control Modules (ECM) that may have been improperly manufactured.

No other Toyota or Lexus vehicles are involved in this recall.   On vehicles equipped with the 1ZZ-FE engine and two-wheel drive, there is a possibility that a crack may develop at certain solder points or on the electronic component used to protect circuits against excessive voltage (varistor), on the ECM’s circuit board.

In most cases, if a crack occurs at certain solder points or on certain varistors, the check engine may illuminate, harsh shifting could result, or the engine may not start. In limited instances, if cracking occurs on particular solder points or varistors, the engine could stop while the vehicle is being driven.  

There are three unconfirmed accidents alleged to be related to this condition, one of which reported a minor injury.   Steve St. Angelo, Toyota chief quality officer for North America, said, “This recall is an example of our commitment to standing by our products and being responsive to our customers. Our goal is to help ensure that Toyota drivers are completely confident in the safety and reliability of their vehicles.”  

As part of the recall, the ECM on involved vehicles will be replaced at no charge to the owner. Beginning in mid-September 2010, Toyota will mail an interim notification to advise owners of this recall and the fact that they will receive a future notice when parts become available to complete the repairs.

Toyota in their official press release said that it intends to conduct a voluntary safety recall involving approximately 373,000 2000-2004 Model Year Toyota Avalon cars sold in the United States to address the possibility that the vehicle’s steering lock bar could break under certain conditions. No other Toyota or Lexus vehicles are involved in this recall.

This action follows an announcement made by Toyota Motor Corporation in Japan on July 29, 2010.

Because of improper casting of the steering lock bar, which is a component of the steering interlock system, there is a possibility that a minute crack may develop on the surface. Such a crack may expand over a long period of repeated lock and unlock operations, and eventually the lock bar could break. If this occurs, the interlock system may become difficult to unlock when stationary.

If the vehicle while being driven is steered to the right with sufficient lateral acceleration, a broken and loose lock bar may move toward the steering shaft. If the engagement hole in the shaft happens to line up at the specific time the broken lock bar has moved, this could cause the steering wheel lock bar to engage, locking the steering wheel, and increasing the risk of a crash.

Steve St. Angelo, Toyota chief quality officer for North America, said, “Toyota is continuing to work diligently to address safety issues wherever they arise and to strengthen our global quality assurance operations so that Toyota owners can be confident in the safety of their vehicles.”

As part of the recall, Toyota will replace the steering column bracket on involved vehicles, a procedure that takes about two hours to complete depending on the dealer’s schedule. Toyota will notify owners by first class mail beginning in late August 2010 to bring their vehicles to their local Toyota dealer for replacement of the steering column bracket at no charge to the customer.

The Wall Street Journal published the story that the U.S. Department of Transportation has analyzed dozens of data recorders from Toyota Motor Corp. vehicles involved in accidents blamed on sudden acceleration and found that the throttles were wide open and the brakes were not engaged at the time of the crash, people familiar with the findings said. The early results suggest that some drivers who said their Toyotas and Lexus vehicles surged out of control were mistakenly flooring the accelerator when they intended to jam on the brakes.

The findings by the National Highway Traffic Safety Administration involve a sample of the reports in which a driver of a Toyota vehicle said the brakes were depressed but failed to stop the car from accelerating and ultimately crashing. The data recorders analyzed by NHTSA were selected by the agency, not Toyota, based on complaints the drivers had filed with the government. Toyota hasn’t been involved in interpreting the data.

The initial findings are consistent with a 1989 government-sponsored study that blamed similar driver mistakes for a rash of sudden-acceleration reports involving Audi 5000 sedans.

The Toyota findings appear to support Toyota’s position that sudden-acceleration reports involving its vehicles were not caused by electronic glitches in computer-controlled throttle systems, as some safety advocates and plaintiffs’ attorneys have alleged. More than 100 people have sued the carmaker over crashes they claim were the result of faulty electronics.  Daniel Smith, NHTSA’s associate administrator for enforcement, told a panel of the National Academy of Sciences last month that the agency’s sudden-acceleration probe had yet to find any car defects beyond those identified by the company; pedals entrapped by floor mats and accelerator pedals that are slow to return to idle.

The Wall Street Journal article also included a quote from Mr. Smith that stated, “In spite of our investigations, we have not actually been able yet to find a defect.”

Toyota Motor Corp. said it intends to recall 138,000 Lexus vehicles in the United States to fix faulty engines in the latest quality problem to afflict the world’s No. 1 automaker.

The Japanese automaker said flaws in valve springs, a crucial engine component, could make the vehicle stall while in motion. Toyota said in a statement it plans to file paperwork with the government on the recall next week.

The recall affects certain GS, IS and LS vehicles from the 2006-2008 model years powered by 4.6 and 5.0 liter V8 engines and 3.5 liter V6 engines. No accidents or injuries have been reported. Vehicles from the 2009 and 2010 model years are not affected.

Toyota had announced in Japan that it would recall 270,000 Lexus vehicles around the world to address the engine stalling problems. The global recall affects seven luxury Lexus sedan models as well as the popular Crown sedan, sold primarily in Japan. Of the 270,000 recalled cars, some 180,000 were sold overseas, including the United States, and 90,000 in Japan.

The company has received about 200 complaints in Japan but no accidents were reported there or abroad, said Toyota spokesman Hideaki Homma. Some drivers told Toyota that engines made a strange noise.

The automaker was already scrambling to repair its reputation after 8.5 million vehicles were recalled beginning in October because of problems with sticking accelerator pedals and other issues. Toyota was slapped with a record $16.4 million fine in the United States for acting too slowly to recall vehicles with defects.

Japan’s major daily Asahi said Friday the latest recall of 270,000 vehicles could cost Toyota around 20 billion yen ($227 million). Toyota could not confirm the report, which gave no sources.

Toyota will inform Japan’s transport ministry of the recall on Monday. The company said it would file its recall report in the U.S. next week. The National Highway Traffic Safety Administration said it had not received official notification of the recall.

Some of the vehicle models covered under the recall include: 2007-2008 GS350 and GS450h; 2008 GS460; 2006-2008 IS350; 2007-2008 LS460 and LS460L; and 2008 LS600hL.

Toyota said owners will be notified of the recall by mail and dealers will repair the engine’s valve springs at no charge. The company said owners can continue to drive their vehicles. If they notice vibration, unusual engine sounds or rough idling, they should bring the car to a dealer for service.

Toyota dealers have repaired millions of vehicles following the massive global recalls, but the automaker still faces more than 200 lawsuits tied to accidents, the lower resale value of Toyota vehicles, and the drop in the company’s stock.

Toyota said last week it will recall 17,000 Lexus luxury hybrids after testing showed that fuel can spill during a rear-end crash.

U.S. regulators were working with scientists from NASA to investigate what caused some of Toyota’s vehicles to suddenly accelerate. That review is expected to be completed by late August.

Officials were also investigating whether Toyota waited nearly a year in 2005 to recall trucks and SUVs in the U.S. with defective steering rods, a case that could lead to additional fines.

Toyota on Monday began recalling more than 90,000 luxury Lexus and Crown vehicles in Japan as part of a global recall over defective engines — the latest setback for the automaker beset with quality problems.

On Friday, Toyota Motor Corp. said it would recall a total of 270,000 Lexus and Crown vehicles worldwide to fix flaws in the valve springs, a crucial engine component, that could make the automobile stall while in motion. That includes 138,000 vehicles in the U.S., 91,903 in Japan, 15,000 in Europe, 10,000 in the Middle East, 6,000 in China, 4,000 in Canada, and 8,000 in other regions.

“We apologize for inconveniencing our customers. We hope to fix the problem soon,” Toyota spokesman Paul Nolasco said in a statement.

No accidents or injuries have been reported because of the defect. About 220 complaints have been reported. Toyota said it is replacing the valve spring in the recalled vehicles, produced between July 2005 and August 2008 — Lexus models GS350, GS450h, GS460, IS350, LS460, LS600h, LS600hL and Crown models. Vehicles from the 2009 and 2010 model years are not affected.

The quality problem affecting top-of-the-line products comes as Toyota struggles to move on from massive global recalls that started in October. It already has recalled more than 8.5 million vehicles for various problems, including sticking gas pedals, braking software glitches and defective floor mats.

The world’s top automaker was fined a record $16.4 million in the United States for responding too slowly when the recall crisis erupted.

The latest woes come on top of a recall last week for 17,000 Lexus hybrids after testing showed fuel can spill during a rear-end crash. Analysts say the latest recalls do little to instill consumer confidence after Toyota President Akio Toyoda, facing shareholders last month, vowed to improve vehicle quality inspections.

“It is not doing a good job in communicating a message about what exactly it is doing to beef up quality checks,” said Shotaro Noguchi, auto analyst with Nomura Securities Co. in Tokyo. “So it is hard for people to believe Toyota is taking the customer’s view as it is promising to do.”

Toyota faces more than 200 lawsuits in the U.S. tied to accidents involving defective automobiles, the lower resale value of Toyota vehicles, and a drop in its stock value. The company’s overall sales have been hurting this year following its safety-related recalls. Toyota has been trying to boost U.S. sales with deep promotions, including zero-percent financing and free maintenance.

The Tokyo market reacted with calm to Toyota’s recall news. Toyota shares gained 0.5 percent to finish at 3,035 yen.

Lexus announced that it has informed the National Highway Traffic Safety Administration of its intention to file a Defect Information Report (DIR) regarding approximately 138,000 Lexus vehicles, powered by 4.6 and 5.0 liter V8 and 3.5 liter V6 engines in certain 2006, 2007 and 2008 GS, IS and LS models in the U.S. The formal report will be filed the week of July 5.

In the covered vehicles, due to slight variations during the manufacturing process, some foreign material may have contaminated a small number of the valve springs. If a vehicle is affected, there is a remote possibility that abnormal engine noise or idling may occur. In extremely rare instances, the engine may stop while the vehicle is in operation.

Lexus estimates that the likelihood of a customer vehicle experiencing this condition is two-tenths of one percent (0.2 %). Lexus has received no reports of accidents or injuries related to this condition. No vehicles from the current 2010 model year nor 2009 are affected.

Lexus will send owners of the involved vehicles a recall notification via first class mail. Owners are requested to contact their local Lexus dealer for diagnosis and repair after receiving their notification. The repair will involve replacement of the engine’s valve springs at no charge.

WASHINGTON — A Transportation Department official says Toyota is expected to agree to a fine of more than $16 million for a four-month delay in telling the government about defective gas pedals on its vehicles.

Toyota faces a Monday deadline to accept or contest a record $16.4 million fine over evidence it knew about sticking gas pedals in September but did not issue a recall until January.

The Transportation official was not authorized to speak publicly and spoke only on condition of anonymity. The official said Toyota is expected to pay the full amount of the assessed fine and avoid contesting it in court.

This move was expected as Toyota seeks to minimize the time in the spotlight on consumer safety issues.  However, with the latest problems in the media over Sienna minivans and Lexus vehicles, Toyota still has some major PR issues to resolve.

“Consumer Reports has issued a safety warning on Toyota’s 2010 Lexus GX 460 SUV because of an increased rollover risk during a turn.

The magazine says it uncovered the problem during routine tests, and is urging car shoppers not to buy the GX 460 until this problem has been remedied.

The special designation given to the GX 460 by Consumer Reports — “Don’t Buy: Safety Risk” — is rarely given by the magazine. The last time it was used was in 2001, on the Mitsubishi Montero Limited.

“We’re concerned with the results,” said Toyota in a statement, adding that the company will try to duplicated Consumer Reports’ test “to determine if appropriate steps need to taken.”

About 5,000 GX 460s have been sold in the roughly three months the model has been on sale, the magazine said. It advises current owners of this vehicle to approach exit ramps with caution, and to call Toyota demanding a fix for the problem.

Toyota said the GX 460 “meets or exceeds all federal government testing requirements.”

Another Black Eye For Toyota?

This is not what Toyota needs just at a time when the auto maker stories have quieted in the national news.  What are your thoughts?

From our perspective, the brand renewal process is well underway.  If March Toyota sales are any indicator on how quickly Americanscan put the past behind them, Toyota’s brand renewal may be ahead of schedule.  It would seem that aggressive pricing has been able to overcome any recent objections about safety which confirms the the deep roots that Toyota has in the US consumer psyche.

USA Today is reporting that Toyota Chief Jim Lentz is confident that the brand recovery will be measured in months and not years.  The article compares the timeline for Audi to get over their negative perception due to accelerator problems that occurred in the 1980′s.

Toyota might be able to fix its recall-damaged reputation within months, U.S. sales chief Jim Lentz told a New York audience Tuesday.

He said sales in March should be up some 35% from a year ago because of incentives, and the fact that Toyota loyalists haven’t forsaken the brand despite allegations of unintended acceleration that have led to the recall of 7.7 million vehicles. Lentz said: “The challenge is going to be the conquest buyer” who trades a rival brand for a Toyota. To once again win many of those, “It’s not weeks, it’s going to be measured in months — hopefully not years.”

 Toyota March Sales Can Be Misleading

Some have said that the 40% surge of Toyota sales in March were due to the manufacturer “giving their cars away” at the lowest prices in over a decade.  The real test say some will be when Toyota stops their aggressive incentives.

Our take is that the Toyota Recall “buzz” has dropped from national media outlets; it’s old news.  If Toyota keeps the incentives in place for a few more months, I think their brand recovery will be fast and efficient.

Our channel checks from fine Toyota car dealers coast to coast like Carson Toyota in Los Angeles and Irwin Toyota in New Hampshire show strong showroom traffic and sales.

In a recent press release, Toyota reported March sales results of 186,863 units, an increase of 35.3 percent over the same period last year, on a daily selling rate (DSR) basis. On a raw volume basis, unadjusted for 26 selling days in March 2010, compared to 25 selling days in March 2009, TMS sales were up 40.7 percent for the month, compared to the same period last year.

On California Toyota dealer, Carson Toyota located in Los Angeles saw a strong demand for Toyota cars and trucks in Los Angeles.  In fact, Toyota  incentives have created the strongest demand for Toyota vehicles in the past four months according to numerous Toyota dealers across the county.  In addition to new car sales, Used Toyota sales in Los Angeles were up over 20% according to our recent dealer survey.

March Toyota Sales Numbers

Toyota Division recorded March sales of 166,644 vehicles, an increase of 35.1 percent over the year-ago month, on a DSR basis.  On a raw volume basis, Toyota  sales were up 40.6 percent over last March. Lexus reported sales of 20,219 units in March, up 36.5 percent over March 2009, on a DSR basis.

Volume-wise, Lexus Division sales were up 42.0 percent over the year-ago month.   “Toyota’s strong sales performance in March reflects our customers’ continued confidence in the safety and reliability of our vehicles and their trust in the brand,” said Don Esmond, senior vice president of automotive operations for Toyota Motor Sales, U.S.A., Inc. “We are standing by our cars, and we’re grateful that our customers are standing by Toyota.”   For the first quarter, TMS reported sales of 385,686 vehicles, an increase of 8.7 percent over the same period in 2009, on a DSR basis. With 74 selling days in the first quarter of 2010, compared to 75 selling day in the first quarter of 2009, sales were up 7.2 percent on an unadjusted raw volume basis.  

Toyota Division

Toyota Division passenger cars recorded March sales of 94,221 units, an increase of 23.5 percent over the same period last year.  Passenger car sales were led by Camry and Camry Hybrid which posted combined March sales of 36,251 units, up 35.2 percent over the year-ago month.  Corolla posted sales of 29,623 units for the month, up 28.0 percent over last March. The Prius mid-size gas-electric hybrid posted March sales of 11,786 units, up 27.0 percent over March 2009.  Venza posted a best-ever March, recording sales of 5,227 units, up 36.0 percent over the same period last year.

Toyota Division light trucks posted sales of 72,423 units in March, an increase of 54.1 percent over last March.  Light truck sales were led by the RAV4 compact SUV which recorded an all-time best-ever month with sales of 25,781 units, up 108.3 percent over the year-ago month.  With a best-ever March, Highlander and Highlander Hybrid posted combined sales of 11,953 units for the month, up 112.7 percent over March 2009.

The all-new 4Runner reported March sales of 4,108 units, up 139.4 percent over the year-ago month. The Tundra full-size pickup posted March sales of 10,785 units, up 87 percent over the same period in 2009. The Tacoma mid-size pickup reported sales of 9,441 units for the month.  Scion posted March sales of 3,511 units.  The xB urban utility vehicle led the way with sales of 1,630 units.  The tC sports coupe posted March sales of 1,118 units. The xD reported sales of 763 units for the month.  

Lexus Division

Lexus reported passenger car sales of 10,060 units in March, up 34.1 percent over the year-ago month.  Lexus passenger car sales were led by the recently revised ES 350 entry luxury sedan which posted sales of 3,860 units, up 15.1 percent over the same time last year.    The IS luxury sports sedan reported combined sales of 3,137 units, up 24 percent over March 2009. The HS 250h luxury hybrid sedan recorded March sales of 1,494 units.

Lexus light trucks recorded sales of 10,159 units, up 39 percent over last March.  Lexus sales were led by the RX, which posted combined March sales of 8,060 units, up 25.5 percent over the year-ago month.  The all-new GX mid-size luxury utility vehicle reported sales of 1,785 units.   

TMS Hybrids
TMS posted March sales of 16,714 hybrid vehicles.  Toyota Division posted sales of 13,929 hybrids for the month.  Lexus Division reported sales 2,785 hybrids in March.

Could the floor mat and accelerator pedal mechanic fix not be the problem?

If this is proven to be true, this could be a severe blow to Toyota’s public perception on their ability to diagnose and fix technical problems with their vehicles.   I am sure that Toyota executives and engineers are looking at these claims to see if in fact the repairs were done properly.

Many have speculated that the sudden acceleration problem was never a mechanical problem and that something in the cars electronics was the cause.  We will keep you posted on recent developments as this story unfolds.

Toyota dealers across the county have started the massive recall repair process and in fact Toyota sales have started to see an upward swing from falling 9% in February.  According to Checked Flag Toyota, “Toyota brand enthusiasts continue to purchase Toyota cars.  Toyota has built a strong reputation for building reliable cars that will not evaporate because of the recent recalls.  The 9% drop in February reflects the temporary halt in sales that Toyota mandated to fix and new cars that were on dealer lots.”

LA Times Breaks Story

According to a LA Times article:

At least seven complaints, filed in the last two weeks with the National Highway Traffic Safety Administration, allege that after the recall service to modify pedals and replace floor mats the cars still surged out of control.

Although the allegations are unverified by the agency, they are a worrying sign that the nearly 10 million recall notices issued by Toyota may not fully address the problem of unintended acceleration — which some believe is caused by problems in the electronic throttle system, rather than mechanical issues involving pedals.

NHTSA has said it will review Toyota electronics to see whether they are a potential cause, and the automaker has commissioned a private study of its throttle system.

The safety agency said that it had begun to investigate the new reports of recurring sudden acceleration on Tuesday. “NHTSA has already started contacting consumers about these complaints to get to the bottom of the problem and to make sure Toyota is doing everything possible to make its vehicles safe,” said David Strickland, NHTSA administrator.

“There is already doubt out there that the solutions Toyota has put forward really fix the problem of unintended acceleration,” said Aaron Bragman, auto industry analyst at IHS Global Insight. He cautioned, however, that the complaints should be thoroughly investigated before definitive conclusions are drawn.

In one report, the owner of a 2010 Camry that was repaired Feb. 12 in Michigan said the car accelerated up a snowbank five days later. It had received special brake override software as part of the recall, the complaint said.

“Had the incident happened one minute earlier, I would have been in a high car/pedestrian area and would not have been able to avoid an accident,” the anonymous consumer wrote. “The fix done by Toyota is not the fix for the acceleration problem.”

Highlights of the program include:

The marketing program will be supported by a television ad campaign from Toyota’s advertising agencies Saatchi & Saatchi and Conill LA.   The March Sales Event television ads will begin airing on March 2, and will highlight the special 0% financing for 60 months offer.  In addition, the ads will feature discussions with customers who recently purchased Toyota vehicles and reflect their feedback. 

Other commercials feature Toyota dealership associates, including salespeople, customer service representatives, technicians and others, thanking customers for their support and loyalty to Toyota.

According to an article on MSNBC:

“The document cites millions of dollars in other savings by delaying safety regulations, avoiding defect investigations and slowing down other industry requirements.”

And according to a Bloomberg post on BusinessWeek.com:

“Toyota Motor Corp. saved $100 million through a “negotiated” equipment recall on Toyota Camry and Lexus ES models and closed several additional U.S. defect investigations with “favorable” outcomes, according to a document sent to a U.S. congressional committee.

In other accomplishments described as “Wins for Toyota” the carmaker said it reduced or delayed the effect of proposed rules to require more rollover-resistant roofs, better door locks and stronger protection in side-impact crashes, according to the document that was turned over to the House Committee on Oversight and Government Reform and obtained yesterday. Delaying the rules was credited with saving about $135 million.

The document, dated July 6, 2009, may add to questions for President Akio Toyoda as congressional committees open hearings this week into how Toyota and U.S. regulators handled evidence of unintended acceleration that has led to recalls of more than 8 million vehicles worldwide since September. Toyota has said the recalls may cost about $2 billion in lost sales and warranty repairs.”

Presentation With Be A Hot Topic This Week

The “Smoking Gun” presentation lists Yoshi Inaba, Toyota’s chief executive in North America, on its cover. Inaba is scheduled to testify before the House Energy and Commerce Committee on Wednesday, along with Toyota president Akio Toyoda and Jim Lentz, president of Toyota Motor Sales USA. The committee is also expected to hear from LaHood, NHTSA Administrator David Strickland and safety advocates.

The Oversight Committee is holding a hearing Tuesday with Lentz, LaHood and Strickland. A Senate committee is planning a March 2 hearing.

This is not what Toyota needs for the bruised reputation.  In the past two weeks, both the Tacoma and the Corolla have been in  the news with quality control concerns.  What’s next for the Japanese automaker?

Here is the announcement from Toyota that was announced on February 12th:

Toyota Motor Sales (TMS), U.S.A., Inc, today announced it will conduct a voluntary safety recall to inspect the front drive shaft on a small production run of certain 2010 model year Tacoma 4WD trucks.  The front shaft in approximately 8,000 vehicles may include a component that contains cracks that developed during the manufacturing process.  As those vehicles are used, the cracks may eventually lead to the separation of the drive shaft at the joint portion.

This condition only involves two specific front drive shaft production lot numbers installed in certain 2010 model year Tacoma 4WD vehicles. No other Toyota or Lexus vehicles are involved.

Dealers will be instructed to perform an inspection to identify the specific lot numbers located on the front drive shaft. Based upon the inspection results, in a limited number of cases, the front drive shaft may need to be replaced.

The inspection is estimated to take ten minutes.  The inspection and/or replacement will be performed at no cost to the vehicle owner.

Toyota will notify owners by first class mail starting in mid-March, 2010.

 The news continues to get worse for this troubled car maker.  The question to be seen is if these mounting problems will hurt the brand long term.

According to a survey of car dealers we conducted over the weekend, many dealers feel that Toyota will bounce back from their recall woes.  Many said that they would not count Toyota out and that the brand loyalty among Toyota owners was very strong.

An excerpt from the Yahoo News story also added this interesting twist:

Despite pressure from some lawmakers, President Akio Toyoda said he won’t be attending the U.S. congressional hearing on the automaker’s quality lapses, entrusting the job to U.S.-based executives — though would consider an appearance if the committee requests it. He said he wanted to focus on improving quality worldwide.

“I trust that our officials in the U.S. will amply answer the questions,” Toyoda said Wednesday in his third news conference in two weeks. “We are sending the best people to the hearing, and I hope to back up the efforts from headquarters.”

He said Yoshi Inaba, who heads Toyota Motor Corp.’s North American unit, was more familiar with the U.S. situation and was the best executive to deal with the hearing. Toyoda said he was still making plans to go to the U.S. and dates have yet to be set.

Toyota Corolla Owners Wait For Official News

According to the CNN report:

NHTSA said that it has received nine new complaints alleging fatal crashes caused by sudden acceleration in Toyota cars since Jan. 27. The accidents occurred between 2005 and 2010 and involved 13 fatalities and 10 injuries, according to NHTSA.

In the prior 10 years, between 2000 and 2009, the agency said it received a total of 17 complaints involving 21 deaths. That’s a total of 34 Toyota complaints alleging fatalities since 2000, according to the NHTSA.

An Increase In Calls Not Unusual

The increase in calls is not unusual as consumers who have any “issues” with Toyota cars may be piling on to see if their woes have a related problem to the recalls already announced.  Consumers are trying to understand how to best communicate their personal issues with Toyota and many are calling the NHTSA to register a compliant.

According to the same CNN/Money article,  Toyota has recalled more than 8 million vehicles since November, including 8,000 Tacoma trucks and over 400,000 of the popular Prius hybrids, for problems ranging from brakes and acceleration issues to faulty manufacturing in other areas.

The start of 2010 could not get much worse for Toyota, which if true, would be facing its fourth recall announcement in recent months.

According to Automotive News:

The National Highway Traffic Safety Administration is considering a formal investigation of alleged defects reported in the compact car, agency spokeswoman Karen Aldana said.

Automotive News found that the Corolla has been the subject of 83 power-steering complaints since April 2008, 76 of which have reported that the vehicle unexpectedly veers to the left or right at 40 miles an hour and Complainants have compared the movement to being buffeted by strong winds, sliding on black ice, or hydroplaning.

They said that after trying to straighten the car, it can overcorrect — requiring the driver to use a tight, persistent, two-handed grip on the wheel to travel in a straight line.

Toyota plans to recall  over 300,000 2010 Prius hybrid cars after receiving numerous  complaints from owners about their brakes.  We covered this story in December and since that time, many consumers have written in to confirm this problem.

This new recall comes as a third blow to Toyota which has alreasy announced recalls totaling over 8 million cars. The back to back recalls has devestated retail sales and has even dropped the used car resale value of Toyota vehicles.

According to a New York Times article:

Regulators in the United States opened an investigation into the brakes of the 2010 Prius last week after complaints from drivers that the car can momentarily lose the ability to slow down when driven on an uneven surface. The Japanese government has also said it is also looking into the matter after similar complaints were reported in Japan.

Toyota Prius Customers Take Action

Toyota Prius customers have been outspoken about the problem about the 2010 Prius braking system and finally Toyota is responding.  The start was to acknowledge that a software glitch could be causing a problem with the anti-lock brake system.   We will be following the story this week and will print Toyota’s official recall statement for the Prius.

Toyota announced that letters will be mailed this week for the sticky accelerator pedal recall but not all Toyota car owners will have mailing address information that is correct is Toyota’s database.

In a separate announcement on February 8th, Toyota tells Prius owners included in the 2010 Prius recall to wait for their recall  letter.   Does Toyota believe that they will get a 100% delivery rate?

As Toyota has starting shipping parts to Toyota dealers nationwide as part of the massive Toyota recall program, some Toyota owners are at risk of falling through the cracks.  Toyota has advised consumers  that it has started to mail recall letters, here is an exerpt from Toyota’s February 5th press release:

“The company also announced that it has begun mailing letters to owners of recalled vehicles to let them know when to bring their vehicles into a dealership.  Owners will only receive a letter if their vehicle is involved in the recall. Upon receipt of a notification letter, owners will be asked to contact a local Toyota dealership to schedule an appointment to have their vehicle fixed.”

As part of the 2010 Toyota Prius recall press release dated February 8, 2010,  Toyota says:

Toyota will begin mailing letters to Prius owners included in this recall next week and HS 250h owners within the next few weeks, to let them know when to bring their vehicles into a dealership. Owners will only receive a letter if their vehicle is involved in the recall.

The press release did not address the very practical problem that Toyota’s database can not contain accurate mailing information for all Toyota owners affected by the recall.  Car sales between private owners as well as mailing address changes as consumers move within  the country will impact the effectiveness of a Toyota national recall notification mailing.

Toyota Owners Will be Missed

According to the US Postal Service website:

• 17% of Americans change addresses annually.
• 43 million people move each year.
• One out of every six families move each year.

The ability for any company to maintain an accurate mailing address of their customers has always been a challenge in the direct mail industry.  With over 6 million cars included in the floor mat recall and the sticky accelerator pedal recall, when you apply a conservative mailing address error rate of 8%, it can be estimated that over 500,000 Toyota owners will not receive their recall letters.

Since Toyota’s press release says that mailed recall letters as the trigger for consumers to call their local dealer, consumers who don’t get recall letters in the coming days are advised to call their local Toyota dealer to check and see if their VIN# and mailing address is correct in the Toyota database.    The Toyota press release did not cover what consumers are to do who own cars included in the recall and that do not receive a letter.

Consumers can also request that a local Toyota dealer contact them by completing the form shown on the left.

According to a report on MSNBC.com, a Toyota spokesperson admitted on Thursday that problems exist with the brakes on Prius vehicles sold prior to January.

Toyota Motor Corp. spokeswoman Ririko Takeuchi said Thursday that Toyota discovered there were design problems with the anti-lock brake system and corrected them for Prius models sold since late January, including those being shipped overseas.

What Should Prius Owners Do?

Department of Transportation Secretary Ray LaHood told lawmakers Wednesday that Toyota owners should stop driving cars affected by the recall and bring them back to the company.

“My advice is if anyone owns one of these vehicles stop driving it and take it to Toyota dealer because they believe they have a fix for it,” LaHood told a House committee.

Rep. Tom Latham, R-Iowa, had asked if the National Highway Traffic Safety Administration should broadcast information about how to handle a sticky gas pedal — whether the driver should shift into neutral, brake or turn off the car.

LaHood said that safety information has been publicized, but his own advice would be to not drive the recalled cars at all.

LaHood also acknowledged that NHTSA is investigating Toyotas not just for problems with gas pedals, but for problems with the electrical systems, as well.

“We will also be investigating the electronic components that are in these cars and if they’re not safe, we’ll have Toyota take a look at that,” LaHood said.

LaHood Changes His Message

Bowing to pressure from Toyota, and the panic at dealerships across the country,  LaHood backtracks on his statement earlier today and says that owners can drive their Toyota recall cars but should get them fixed soon. 

Toyota even issued a press release acknolwedging LaHood change in stance below:

TOKYO – Toyota admitted design problems with the brakes in its prized Prius, adding to the catalog of woes for the world’s No. 1 automaker still reeling from a massive U.S. recall involving faulty gas pedals.

We appreciate Secretary LaHood’s clarification of his remarks today about Toyota’s recall for sticking accelerator pedals. We want to make sure our customers understand that this situation is rare and generally does not occur suddenly. In the rare instances where it does occur, the vehicle can be controlled with firm and steady application of the brakes.
 
Our message to Toyota owners is this – if you experience any issues with your accelerator pedal, please contact your dealer without delay. If you are not experiencing any issues with your pedal, we are confident that your vehicle is safe to drive.
 
Nothing is more important to Toyota than the safety and reliability of the vehicles our customers drive. Our entire organization of 172,000 North American employees and dealership personnel is working around the clock to fix the accelerator pedals for our customers.

Wht Can Consumers Do?

We understand Ray LaHood’s recommendations but many American’s have no choice but to drive these recalled cars.  Toyota dealers have not confirmed that the parts needed for the recall are in house.  Also, few dealers have publically confirmed that they have the training they need to complete the recall repairs.

The Obama administration’s top transportation official sharply criticized Toyota Motor Corp. on Tuesday for dragging its feet on safety concerns over its gas pedals, suggesting the automaker was “a little safety deaf” to mounting evidence of problems.

Transportation Secretary Ray LaHood told The Associated Press that federal safety officials had to “wake them up” to the seriousness of the safety issues that eventually led Toyota to recall millions of popular brands like Camry and Corolla. That included a visit to Toyota’s offices in Japan to convince them to take action.

“They should have taken it seriously from the very beginning when we first started discussing it with them,” LaHood told AP. “Maybe they were a little safety deaf.”

A Little Safety Deaf

I am having a hard time with these phrases.  It is not what I would have expected from our US Transportation Secretary and it comes off as if Toyota actions were getting a slap on the wrist.   It is clear that Mr. LaHood has urged Toyota to “wake up” but that’s another odd word that seems to excuse Toyota lack of action.

Toyota Motor Corp. said Monday its dealers should get parts to fix a sticky gas pedal problem by the end of this week as the automaker apologized to customers and tried to bring an end to a recall that has affected 4.2 million vehicles worldwide.

The company said in a statement that it has begun shipping parts and is training dealers on the repairs. Some dealers will stay open around the clock to fix the 2.3 million cars and trucks affected by the recall in the U.S.

Technical bulletins on how to install the new parts should arrive at dealers by midweek, the company told dealers in an e-mail. It was not clear exactly when repairs would start, although dealers have said they’ll begin as soon as possible.

The automaker also said Monday it would suspend production of eight U.S. models affected by the recall this week, with factories restarting on Feb. 8.

“Four precious lives have been lost. I offer my deepest condolences.  Customers bought our cars because they thought they were the safest. But now we have given them cause for grave concern. I can’t begin to express my remorse.”

The press conference also shocked reporters as Akio Toyoda admitted that the company was not prepared for the global slowdown in the economy.  He also regretted having to close their first manufacturing plant in California.

According to a New York Times article:

Further, Mr. Toyoda said his company was shamefully unprepared for the global economic crisis that has devastated the auto industry, and is a step away from “capitulation to irrelevance or death.” The company, he added, is “grasping for salvation.”

Although Toyota has signaled that a fix has been found, the company will need to work with the NHTSA and other government agencies before a process can be implemented to fix the millions of recalled cars in the USA.  Conumers are growing frustrated and have been sharing their comments on our forums.

The ripple effects from the recall are vast. Automotive rentals companies have shelved over one million Toyota cars and have been forced to purchase cars from other vendors.  Our reports indicate that car rental companies are buying thousands of cars to fill the gaps in demand in the fleets.   We will know better next month which companies will benefit the most from Toyota’s ill-fortune.

“Plans are being developed on a variety of fronts. Tomorrow, we will update you with further details,” Toyota said in the e-mail, sent Thursday night.

Our highest priority is to fix the accelerator pedal problems for our existing customers.  We want to reassure Toyota owners that instances of sticking pedals are rare and generally do not occur suddenly. Toyota is currently in the process of recalling vehicles to remedy the issue of pedal entrapment and we have begun sending instructions to customers about how we will fix their vehicles.  Customers who have any questions or have experienced any issues with their accelerator pedals should visit Toyota.com, contact the Toyota Customer Experience Center at 1-800-331-4331, or call their local Toyota dealer.

Each circumstance may vary, and drivers must use their best judgment, but Toyota recommends taking one of the following actions:  

• If you need to stop immediately, the vehicle can be controlled by stepping on the brake pedal with both feet using firm and steady pressure. Do not pump the brake pedal as it will deplete the vacuum utilized for the power brake assist.
• Shift the transmission gear selector to the Neutral (N) position and use the brakes to make a controlled stop at the side of the road and turn off the engine.
• If unable to put the vehicle in Neutral, turn the engine OFF. This will not cause loss of steering or braking control, but the power assist to these systems will be lost.
• If the vehicle is equipped with an Engine Start/Stop button, firmly and steadily push the button for at least three seconds to turn off the engine. Do NOT tap the Engine Start/Stop button. 
• If the vehicle is equipped with a conventional key-ignition, turn the ignition key to the ACC position to turn off the engine. Do NOT remove the key from the ignition as this will lock the steering wheel.

Toyota is working quickly to prepare a correction remedy and will issue owner notifications in the future.  No action is required at this time unless you feel you are experiencing this condition.  If you are experiencing this condition, immediately contact your nearest Toyota Dealer for assistance.

We’re making every effort to address this situation for our customers as quickly as possible.”

Toyota announced it would recall approximately 2.3 million vehicles to correct sticking accelerator pedals on specific Toyota Division models. Toyota has investigated isolated reports of sticking accelerator pedal mechanisms in certain vehicles without the presence of floor mats.

There is a possibility that certain accelerator pedal mechanisms may, in rare instances, mechanically stick in a partially depressed position or return slowly to the idle position.   Toyota’s accelerator pedal recall and suspension of sales is confined to the following Toyota Division vehicles:

I have a 2004 Camry XLE, My accelerator pedal stuck when parking in my garage. The car surged and went up the garage step, into the sheet-rock of the house to the tune of $4500 damage. I have not seen this year on the recall list. Have their been other complaints with the 2004 XLE Camry?

I have 2004 Camry xle my gas pedal went dead on me a block from house . No response at all.  What would have happened if i was on the highway and that happened.. my wife and my self could have been killed . I had it towed to the dealer where I bought it to have it fixed. Confusion About Accelerator Pedal Wear

I have a 2010 LED Corolla. If I take my car in for inspection of acceleration system tomorrow and its functioning ok how does that help me if this acceleration problem is something that occurs when petal is worn down or in the future. As we wrote yesterday, Toyota needs to train their local service teams to handle the flood of questions and concerns that consumer have.  Consumers are fearful that their car will not perform reliably, read this last comment to see:

My car is a 2010 Camry, and I just got it about 3 weeks ago. I know it’s on the recall list. I’m scared to drive it now, especially that I have two children under the age of 5. I wanted to know if the dealership where I bought my car can give me a temporary car (that is not on the recall list), while they fix my Camry. Can that be done? - Jennifer

One dealer we contacted in Virginia said the Toyota database of consumers in their area showed that over 15,000 cars are included in the recall.  Now, add to that the thousands of Toyota owners that are not synchronized in the Toyota database.  How is this car dealer expected to handle regular customer service work and  a percentage of Toyota owners that will choose their dealership?

Do the math:  4,000,000 divided by 1,200 Toyota dealers = 3,333 cars per retail location.   Since this is an average, you can quickly understand that the range could easily be 1,000 – 7,000 cars at any store, at some retail locations.

Toyota is working quickly to prepare the correction remedy.   In the event that a driver experiences an accelerator pedal that sticks in a partial open throttle position or returns slowly to idle position, the vehicle can be controlled with firm and steady application of the brakes. The brakes should not be pumped repeatedly because it could deplete vacuum assist, requiring stronger brake pedal pressure.

The vehicle should be driven to the nearest safe location, the engine shut off and a Toyota dealer contacted for assistance.   Toyota will continue to investigate incidents of unwanted acceleration and take appropriate measures to address any trends that are identified.   Toyota owners who have questions or concerns should contact the Toyota Customer Experience Center at 1-800-331-4331.

“Recent news has been carrying the story of Toyota’s largest-ever recall, after widespread complaints of unintended acceleration in various models. According to the manufacturer, the way the floor mat was designed could cause the vehicle to unexpectedly accelerate out of control, and the recall was for the replacement for floor mats as well as accelerator pedals.

A few stories recently hitting the news, however, show that the floor mat design may not be the source of the problem at all. According to a report from The Safety Record, on December 29, 2009, the driver of a 2007 Toyota Avalon experienced a case of sudden and unintended acceleration while driving on the highway—while the floor mat was completely removed.

With the problem still occurring, the driver was able to make it to the dealer to show it to them as it was happening. This incident was apparently not the first for the driver, who had been to the dealer before about the problem.

Critics and survivors of unintended acceleration cases have argued that the Toyota problem was not a result of the floor mats or accelerator pedals, but instead insist that the computer controlling the acceleration of the vehicle is at fault.

“It often happens with a defective vehicle that a dealer will try, with a repair order, to make a problem appear less serious than it is,” said leading California lemon law attorney Norman Taylor. “With Toyota, it might be a case of the manufacturer themselves pulling this same gambit.”

Taylor has seen such tricks countless times. He has been a California lemon law specialist since 1987, and he and his firm, Norman Taylor and Associates, have handled over 8,000 cases for consumers with a 98 percent success rate.

Consumers themselves should be wary of such tactics at a dealer level. For example, a consumer brings a vehicle into a dealer with a complaint that the “check engine” light comes on and the car stalls. The service writer suggests it might be something wrong with the Emission Control System, so writes down, “ECS problem” which in fact was not the complaint.

“If the dealer can write down something different on each repair order, the actual problem can be made to look like it isn’t really the defect,” Taylor explained. “Then the manufacturer can argue that it has successfully repaired four different problems, instead of having repeated failed repair attempts for the same problem.”

For the consumer, all of this can be summed up in one piece of advice: If you think you’re driving a lemon, contact a qualified lemon law attorney right away.”

A case that may be covered on the ABC News spot occurred in December 2009.  According to our sources, the owner of a 2007 Toyota Avalon drove to a Toyota dealership in New Jersey.  The engine was revving at high rpm and brakes were reported to be smoking. 

The forthcoming ABC News story is expected to claim that the engine could not be returned to idle.  Speculation on the cause of this incident s includes the computer controlled electronic throttle system. 

This national coverage would be unwelcome news for Toyota amidst the recent floor mat entrapment recall and the high profile case under investigation which resulted in multiple deaths.

Toyota Advises Dealers on The Facts

According to a memo sent to Toyota dealers to explain this specific case:

• The dealer observed that the engine remained at high RPM in neutral, but the pedal did return to idle position and RPM returned to idle speed when the pedal was depressed and released.
• Subsequent efforts by technicians to recreate the condition were unsuccessful.
• There were no error codes in the engine control computer and it was determined to be functioning normally.
• According to the repair order, the accelerator pedal, throttle body and related parts were replaced, and the problem did not reoccur.  

Toyota Serious About Acceleration Claims

Toyota takes the issue of unwanted acceleration very seriously.  Toyota has created a massive recall repair program for the previously announced floor mat entrapment issue which will cover almost 4 million vehicles.  Letters to Toyota customers will be mailed shortly and schedule recall repairs will most likely start in February.

The letters will be send out in batches at staged intervals to help dealers with the staggering number of calls that will be coming into their switchboards.

According to dealers we spoke with, Toyota will start by sending recall letters to Toyota Camry owners next week and inform them of the recall repair process.

Toyota dealers have been allocated 2 hours of service time to fix the accelerator pedal problem involved in the massive recall according to their training phone call this past week.

It is unclear if the repair process will take a full two hours once the technicians are used to the factory outlined procedure.    Parts for the recall are in the process of being shipped to car dealers.

According to local dealers, once the parts arrive in the coming week, they will be able to start scheduling service appointments.

USA Today posted on their website today quoting Yoshimi Inaba, president of Toyota Motors North America, in an article which he said:

“Toyota has learned a lot and learned its lessons” from the recent safety trouble, which is resulting in its largest recall ever of about four million vehicles, Inaba told reporters this week at the North American International Auto Show in Detroit. “We have widened our antenna so we can react more quickly.”

It is very clear that Toyota is taking this recall seriously.

Accelerator Recall Repair Time: 2 hours

The two hours allocated for fixing the millions of cars affected by the recall will mean that consumers will have a choice to wait for the repairs to be completed.  Local dealers will be trying to accommodate local consumers with shuttle van service, loaner cars and extended service hours.

One dealer we spoke to said that loaner cars for the accelerator recall will not be as plentiful because of the high volume of cars and appointments that will be scheduled.  Consumers are encouraged to ask their local dealer on their loaner car policy in advance before assuming that a loaner will be available.

Many Toyota dealers will be partnering with shuttle services to allow local customers to drop off their call and taken back home or to the office while the repairs are being completed.

Toyota had previously stated that the unintended acceleration was caused by a faulty floor mat that caused the vehicle’s acceleration peddle to stick. However, the automaker fell under intense scrutiny after reports of deaths and injuries began to surface.

According to Autoblog, “The Toyota Camry and Lexus ES350 will be the first models to get the new system, with installation beginning this month.”

So how will the new system work? “Toyota spokesman Mike Michels says the brake override software system will shift the engine to idle if it detects the driver is attempting to apply the brakes without success,” explains AutoWeek.

“Of course, this only works for new vehicles,” grumbles Motor Authority. “Existing vehicles subject to the recall have only the accelerator pedal replacement as a solution.” Toyota is set to outfit these vehicles with reshaped accelerator pedals and replace the floor mats.

Reports of this dangerous acceleration problem have hurt the automaker’s otherwise superb reputation. “Toyota’s recall, at least the third involving more than 100,000 U.S. autos in the past two years, dented a reputation for high quality established in surveys such as those by researcher J.D. Power & Associates,” writes BusinessWeek.

The Japanese automaker put 4.3 million Toyota and Lexus models under recall last year. The unintended acceleration problem led to the automaker’s largest recall ever after an accident that killed a California Highway Patrol officer and three family members.

It was a bad year for recalls. Automakers recalled 15.2 million vehicles in 2009, a sharp jump from 8.6 million in 2008, the Free Press found. All three Detroit automakers also saw their count of recalled vehicles rise in 2009, even as they caught problems earlier in production. Among all automakers, there were 117 recalls covering a wide range of safety problems

Some drivers believe the problem results when the system makes a transition from regenerative braking, which helps to recharge the hybrid battery, to conventional braking when more aggressive stopping is required. The system is calibrated to use one kind of braking or the other for optimum braking performance and maximum efficiency. The calibration and sensors are apparently not responding well to potholes and bumpy roads, and thereby producing an unpleasant driving sensation, and a safety hazard for pedestrians.
